In an effort to be more effective and meet a higher standard of proposal review and service in our Office of Sponsored Projects (OSP), MSU's operating policy 70.01 has been revised. The revised policy now requires that all proposals must be completed and identified as final in the OSP Portal along with accompanying dept/college approvals on the Internal Approval Sheet at least three business days ahead of the agency deadline in order to be submitted for funding consideration. This change comes follow numerous conversations and with feedback from associate deans for research in all colleges.
Proposals not received in final form by the deadline will not be accepted or submitted without authorization from the Office of the VP for Research and Economic Development. The final copy includes a completed IAS, budget, budget justification, project narrative, and any other certifications or documents required for submission.
To allow everyone time to plan ahead for this change, enforcement of the policy for all submissions shall begin for proposals submitted on and after April 1, 2020.
I ask that everyone adjust internal deadlines so that all proposals are submitted timely. Please, when you see a proposal due date on the solicitation, just mark your calendar 3-days ahead of where you would have otherwise. Our expectation is that this procedural adjustment will allow for more comprehensive review and help make proposal packages as competitive as possible.
